PCCW South Sector begins at Leavitt Street on the southern boundary of The Point and extends south to the residences on the northern side of Willow Street. The western boundary of North Sector includes the houses and businesses along the western side of Lafayette Street, from address 186 Lafayette Street to 260 Lafayette Street. The eastern boundary of North Sector encompasses Palmer's Cove Yacht Club and runs south along the waterline and around Palmer Point.

In early 2019, the first activities of the Watch will include recruitment of new Members and appointments for supervisory roles, including Captain and Sector Coordinators. Following this, a meeting will be requested with the Salem Police Department and the Ward 5 Councilor to discuss the mission of the Watch and the city's ability to support that mission through participation with the Advisory Board and training of Watch Members. All successful watches work in close cooperation with local law enforcement and local government right from the very beginning.

Also important in the early development of the Watch will be the formation of relationships with Commercial Members, the drafting of policies and guidelines, and the setting of a meeting schedule for the year ahead. The Watch may also consider membership with national Neighborhood Watch organizations.

The Watch covers two sectors, North Sector and South Sector.

BASIC WATCH GUIDELINES*

The Watch's mission of preventing, observing and reporting crime is a serious one, and service as a Member of the Watch is a privilege. As part of this, there are a number of guidelines that must be adhered to in order to protect the Watch, its membership, and the community it serves.
These include the following :
1. Members of the Watch are personally responsible and liable for their own behavior while engaged in Watch activity.
2. Members of the Watch are citizen volunteers, not police officers. As such, Members should always identify themselves appropriately as part of the Palmer Cove Crime Watch.
3. Members of the Watch should always wear their official PCCW photo identification in a visible location on their body while engaged in Watch activity.
4. Members of the Watch who are on active patrol should, whenever possible and practical, maintain their safety and integrity by working in groups of two or more Members.
5. Members of the Watch are, to every extent possible, not to intervene in crimes that are in progress. Whenever possible, Members should report all crimes to the police and preserve their own safety by maintaining a reasonable distance or leaving the area altogether. Members may, in rare instances, decide to intervene in order to preserve the life of another person.
6. Members of the Watch must present a polite attitude of service to the community while engaged in Watch activities and, whenever possible, should avoid engaging in argument or quarreling.
7. Members of the Watch must refrain from any and all acts of violence or intimidation - and should avoid the use of language that may be considered offensive or distasteful - while engaged in Watch activities.
8. Tools approved for use by Members during Watch activities include pens, pencils, paper, tablets, computers, phones, two-way radios, marine radios, scanners, dictation devices, watches, cameras, video cameras, binoculars, flashlights and, where appropriate, personal protective equipment.
9. Members of the Watch are prohibited from possessing weapons of any type while engaged in Watch activity. This includes knives, bats, batons, kubotans, saps, chemical sprays or firearms of any type, real of replica. As Members of the watch do not possess powers of arrest, they refrain from carrying handcuffs or other devices of restraint.
10. Members who are currently certified in First Aid and/or CPR may carry appropriate medical equipment, including CPR shields and protective gloves.
11. Unless pre-arranged in writing with the Watch Captains and Watch Sector Coordinators, Members of the Watch are prohibited from operating drones while engaged in Watch activities.
12. Members of the Watch are prohibited from using or being under the influence of any mind-altering or intoxicating substance while engaged in Watch activity.
13. Members of the Watch may be suspended from their Watch duties by a Watch Captain or Watch Sector Coordinator at any time if a violation of the guidelines of the Watch is believed to have occurred. All such violations will be referred immediately to the Watch Advisory Board for investigation and review. Members subject to such review may be reinstated to the Watch only by majority decision of the Board and will be informed of the Board's decision and required corrective action in writing within 14 days of the initial report.
* As of January 1, 2019, these guidelines are in effect pending review and approval by the Watch Advisory Board, which may amend Watch guidelines at any time by majority decision.
